It's not a light weapon, so you can't make an unarmed strike at all when using two-weapon fighting. You can take Dual Wielder to make one of your 2 attacks an unarmed strike while using two-weapon fighting, but not both - but you'd never do that because you can do more damage with most any other weapon, even if you have the talons trait.
